RC seeks redress for hull 62 due to an improper action failing to display xray flag at the start of race 6 and calling by vhf ocs of bow 62, when realising the error and calling clear start by vhf, bow 62 had gybed and sailed a few meters back to the start.

At the starting signal of Race 6, the Race Committee identified Bow 62 as OCS. The RC made a second sound signal but did not display flag X-Ray The RC hailed on the VHF ‘Individual Recall - 62’ After around 45 secs, the RC again hailed on the VHF ‘Individual Recall - 62’ Bow 62 hailed the RC requesting clarification of which bow number was called and the RC responded with ‘Individual Recall - 62’. Bow 62 begun to return toward the pre-start side of the line. The RC then hailed on the VHF ‘Clear Start’ before Bow 62 returned to the pre-course side. Bow 62 then returned to sailing upwind without returning to the pre-course side and finished the race in 16th position.
By failing to display flag X-ray when making an individual recall the RC made an improper action. Bow 62’s score was not made significantly worse by the improper action. The requirements for redress in 61.4(b)(1) are not met
