Incident

In the week before the crew declaration deadline the Technical Committee (TC) was made aware of the World Sailing (WS) Categorization portal being 'down'.

After the crew declaration deadline in class rule C.2.1(b) all boats had submitted a crew list and completed necessary declerations.

The Technical Committee was not able to verify the crew list due to the WS portal not being operational.

On the evening of 18 October, the TC understood the WS portal to be 'online' and verified the crew list.

On the morning of Sunday 19 October at 09:36, the TC announced via the event messaging system (Telegram) that 8 boats have crew categorization issues and that they must make a genuine effort to correct these issues or provide evidence of further issues with the WS portal.

7 of these 8 boats either confirmed their categorisations or provided evidence of further technical challenges in using the WS portal before going afloat.

At 10:56 the TC announced via the event messaging system that Terrible Joy is the only boat remaining to have any categorization issues and it must take action before the end of racing.

On going afloat, the TC verbally told the crew of Terrible Joy that there are messages on Telegram aimed at them they need to read.

At the end of the last race of the day, the TC had not received any communication from Terrible Joy.

At the conclusion of racing Terrible Joy has a crew list with more than 3 crew not holding a valid categorization group 1 in contravention of class rule C.2.1(d).

These crew are:

Aymeric Aymeric (FRAAA9), declared as a group 1 but holds a valid WS category 3 status.

Hippolyte Machetti (FRAHM11), declared as a group 1 where their WS categorization expired in 2017.

Hugo Stubler (FRAHS10), declared as a group 1 where their WS categorization expired 28 July 2025.

Leo Marin (FRALM49), declared as a group 1 where their WS categorization expired in 2021.

In addition, Adrien De Belloy (FRAAD7) declared as a group 3.
