Approaching the bottom mark of first downwind leg of race number 8 , Black Seal 3169 was on starboard layline of starboard mark. Stella Maris 3165 was approaching on left lay line the same mark. 3169 and 3165 were overlapped when entered in the zone, 3165 ouside of 3169. 3165 did not keep clear from 3169 that to avoid collision was forced to delay the mark rounding. 3169 protest 3165 under rule 18.2 a.
